Restrictions on Migratory Entry into Brazil During the COVID-19 Pandemic (2020–2022): A Normative Perspective

The COVID-19 pandemic has significantly impacted global human mobility. In Brazil, successive interministerial ordinances were issued based on Law No. 13.919/2020, imposing — such as immediate deportation (pushback) and the suspension of the right to seek asylum in the country. This study aimed to identify and catalog all entry restriction ordinances issued between 2020 and 2022, establishing comparative parameters and analysis criteria. The classification of these ordinances raised various questions regarding the differences in treatment between air and land entry modes, as well as discrepancies in the standards applied to different countries of origin. This study showed that both the mapping and critical analysis can contribute to a new research agenda concerning the pandemic’s impact on migration and refugee law.
