Eight years after the implementation of the Federal Universities Expansion Program, it is possible to identify multiple problems, possibilities and difficulties in its internalization process. This paper highlights key elements of the process, like the supply and the filling of vacancies, graduation rates regarding students’ permanence, and education quality, taking into account the dichotomy between the campus in town and out of town. Take the case of the Federal Fluminense University (UFF), one of the most well distributed universities in the country to discuss the effectiveness of university autonomy to face the challenges of the process, raising questions for its continuity.Downloads
