Dealing with climate change in an urban context demands addressing complex issues involving politics, legislation, technology, and human behavior. This paper examines the evolutionary origins of human social behavior and the emergence of cities. It presents a systemic view of what is called urban physiology. The central point is that, by understanding how cities function from the perspective of government and society, they can align themselves to find the most appropriate public policies to address the effects of climate change in the coming decades, and propose a view of cities as urban systems, to think of them as dynamic systems.
