Abstract

Despite the great geophysical and seismologic efforts and many decades of research, it is not yet possible to avoid tragedies such as the one in Haiti in 2010; and in Japan in 2011. Although it is not possible to predict earthquakes,
there is technical and scientific knowledge capable of mitigating its effects. Many disasters, such as the one in Haiti, were caused more because of economic difficulties which prevented the country from preparing itself for low-frequent – but powerful –earthquakes. On the other hand, even in well-prepared countries it is not possible to escape totally unscathed from extremely rare natural disasters. Despite the great advances of Seismology, nature still has some secrets in store; and uncertainties are part of science
and of our daily life as well. In Brazil powerful earthquakes are rare; and the probability of disasters is so low that we normally disregard it. However, rare events can happen anytime. The challenge lies in choosing when it is
worth investing to lower the risk of rare events.
