Abstract

This essay aims at raising some hypotheses on the low innovation output of the Brazilian economy. In the first part we show some recent indicators of the innovation-related performance of the country, and advocate that despite the
advances when compared to Brazilian historical patterns, our technological gap in relation to the rest of the world has remained the same. Upon briefly reviewing the theoretical literature on innovation determinants, we sought to map the main constraints as regards the Brazilian case. We advocate that one of the main bottlenecks to the innovation process of the Brazilian economy is a productive scale where technological intensity and production scale in local companies seldom go hand in hand. Finally, the last part points out some of the difficulties encountered when trying to devise industrial and technological policies in recent years to cope with those bottlenecks..
