Brazilian public libraries are poised between two eras: their own model, which dates back to the 19th century, and the need to bring them up to the 21st century. While the first era is likely to be overcome, the latter is yet to be experienced, as it is a social, political and technical challenge. While the first offers accessible and known resources, the latter hinges on decisions which go beyond technical competence. The bases of this plan are linked to the use of technology to preserve and strengthen values of public information: democracy, diversity, and necessary and quality information as a foundation for the material and immaterial development of the country.Downloads
