Abstract

Crozier and Friedberg propose a reflection on organizations and “concrete action systems” from the perspective of sociology, providing scientists focused on public policies with a fundamental epistemological, theoretical and methodological tool to understand the phenomena and characteristics of public action, from issues such as cooperation, relations and power disputes. The work, published in 1977, can be considered timeless since it has a strong connection with fundamental aspects of social relations, so its reading is essential, especially considering that this school is still little known in Brazil.
