The Role of Environmental Non-Governmental Organizations in Public Policy

In the last few decades, the role and visibility of Non-Governmental Organizations (NGOs) in politics has been growing, mainly due to the promotion of new forms of governance. Although their role as mediators between the state and the people is recognized, little is known about the mechanisms and strategies used by these actors in the process of drafting and implementing public environmental policies. This research aims to identify the factors, circumstances and mechanisms of a social, economic, ideological or political nature that encourage or inhibit the influence of these actors on environmental public policies. To this end, a Systematic Literature Review analyzed 33 articles taken from the Scopus and Web of Science databases. The results indicate that NGOs use different engagement strategies and play different roles in the public policy cycle. The type of relationship they establish with other stakeholders is also a determining factor and some of the challenges they face make it difficult for them to act in the public policy process.
