State Capacities for People Management: an integrative literature review

Abstract

Work represents an important value in societies, exerting a considerable influence on the motivation of employees, as well as on their satisfaction and productivity, which directly impacts the ability to achieve and realize their goals. From this perspective, this article aims to understand the relationship between State Capacities and People Management. To this end, a literature review was conducted, applying the integrative review technique. This literature review reveals that efficacy in People Management and State Capacities is crucial for the successful implementation of public policies, highlighting the interdependence between administrative competencies, political responsibility, and organizational flexibility.

    He has a degree in Law and in Police Sciences of Security and Public Order from the Barro Branco Military Police Academy, São Paulo, SP, Brazil; he has a master's degree from the Postgraduate Programme in Public Policy Management at the University of São Paulo. He is a Captain in the Military Police of the State of São Paulo and Head of the Negotiation Team of the Special Tactical Actions Group and a professor at the Barro Branco Military Police Academy, São Paulo, SP, Brazil.

  • José Carlos Vaz, University of São Paulo
