Urban rainwater: crossed views on its planning in Paris and Rio de Janeiro

Abstract

The text has as its object the management of urban rainwater, understanding that these elements of nature in the city can represent a resource or a threat to urban life. In French and Brazilian cities, this theme is central to urban planning and actions. In this text, the cities of Paris and Rio de Janeiro will be addressed. The objective is to analyze urban planning instruments and storm water management and management planning, through a cross look between the two cities, and to indicate the potential and limits of these instruments. The lens of the analysis is the perspectives pointed out by sustainable drainage and the WSUD (Water Sensitive Urban Design), which brings the perspective that an urban drapery that integrates the urban water cycle. Advances and impasses are identified in the planning instruments adopted in Paris and Rio de Janeiro, and providing elements for a reflection on rainwater, like a two-sided “Janus”: the face of risk and the face of an asset or a potential for urban development integrated with nature.
