The unsustainability of the tourism sector in Brazil and the success of Praia do Forte: an exploratory analysis base don the new institutional economics

Based on the presupposed that the tourism is an easy and natural path, the evolution of this sector in the country, since the 90's, has adopted a strong strategy of spatial expansion of the infrastructure. Starting from an analysis of the low performance of this strategy, it shows the mistake of this presupposed. The conclusion is that the tourism is not easy or natural at all. On the contrary, it is a very complex path, which can not be developed without good governance structures. Facing this conclusion, the paper presents the main lines of the New Institutional Economics and, based on it, analyses the complex systems of the governance of the sector's productive chains. Subsequently, having this new referential, study the singular governance structure of the case of Praia do Forte, in Bahia, one of the unusual cases of sustainable tourism development in the country.Downloads
