Cinema and tourism: an analysis of the performance of public agents in the development of film tourism in Cabaceiras, Paraíba, Brazil

Audiovisual productions act as diffusers of the image of destinations and channelers of potential tourists. Cinematographic tourism emerged from them. The economic benefits of attracting visitors and diversifying the tourist offer related to these productions have encouraged destination management organizations (DMO) to act in the development of film tourism. This study aimed to understand how public agents have acted in the development of Cabaceiras, Paraíba (Brazil), the “Roliúde Nordestina,” as a film tourism destination. With a qualitative approach and descriptive nature, the case study was carried out between 2019 and 2021 and involved bibliographic and documentary research, on-site observation, and interviews with municipal and state agents to identify the strategies and actions implemented to further cinematographic tourism in the municipality. A categorical content analysis was performed using the ATLAS.ti software. To support this analysis, we used a theoretical framework developed from the systematic review of the literature, the main theoretical basis of the research. As the main results, it was found that the agents of Cabaceiras perform actions related to the four strategies listed in the theoretical framework of analysis. Despite the municipal DMO carrying out actions related to all strategies, its performance is not based on integrated planning, even though it has a set of agents interested in developing cinematographic tourism in the municipality. Therefore, this action is fragmented, dispersed, and, sporadic, lacking coordination and a governance structure that brings together the agents involved in the development of synergy between the tourism and audiovisual sectors.
