This paper presents a review of the public policies for the tourism of Ceará, Brazil, from the 70's, as a point of departure for the analysis of the presentscenario, where social actors emerge, responsible for the debates on the touristic approach adopted by the Government, such as the ONG. After reflecting about some important aspects of the relationship state, civil society and ONG, we discuss the relationship among tourism, ecology and the work of one ONG in Prainha do Canto Verde, Beberibe, Ceará, Brazil. We particularly look into the dareness of this institution in going ahead from an attitude of criticism and resistance to an attitude of criticism and resistance to an attitude of proposals and action for the tourism, compatible with the concepts of "ecology" and "human development".
