Incentivos em consórcios intermunicipais de saúde: uma abordagem de teoria dos contratos

The present article studies three mechanisms for stimulating the creation and sustainability of Intermunicipal Health Consortia (ihc). First, the study establishes that (costly) transfers from the Central Government to the members of the consortia (Municipalities) are sufficient to align the incentives for sustainability of the IHC. Second, it shows that the Central Government can achieve the same objective by offering the Municipalities a commitment contract at no extra cost. Finally, the Central Government establishes the appropriate incentives for creation of ihc by supporting the adoption of more productive technologies that make the ihc more attractive to the Municipalities.
