Efeitos de políticas econômicas sobre as disparidades entre o nordeste e o centro-sul do Brasil: um modelo multi-setorial de equilíbrio geral

As disparidades entre o Nordeste e o Centro-Sul têm motivado preocupações políticas e constituído foco de atenção de alguns estudiosos do processo brasileiro de desenvolvimento econômico. Sua persistência, nas últimas décadas de planejamento deliberado para combatê-las, revela-se à primeira vista surpreendente e desafia os especialistas a apresentarem análises explicativas. De fato, enquanto a taxa de fomação bruta de capital fixo no nordeste tem-se mantido em níveis superiores à media nacional, no periodo posterior a criação da SUDENE (por exemplo, 26% contra 21% em 1970-71), a taxa de crescimento anual do produto interno bruto tern sido geralmente menor que a do Brasil, depois de 1965. Embora não se deva esperar a validade do modelo Harrod-Domar para a economia nordestina, principalmente em virtude de peculiaridades ligadas a ampla abertura da região no que toca ao fluxo de produtos e fatores, evidencia-se a relevância de um estudo que tente identificar as causas da inadequação de tal modelo.
