This paper deals with the preparation of the Brazilian monetary budget, describes its follow up during 1986, and examines the monetary impact of the public sector borrowing requirement Also it discusses changes in methodology introduced after the bank reform of January, 1986. Firstly it shows the main instruments for the control of the fiscal deficit with special emphasis in public finance policies adopted in 1986. Next the bank reform of January 1986 is studied in detail with its implications for the monetary base and liquidity
