In the end of the day, the Central Bank of Brazil stands ready to meet the needs of banks that may have either excess or shortage of financing for their stocks of government securities. According to Pastore, that procedure renders the Central Bank unable to keep the monetary base under control. This paper questions the validity of his argument and the truth of his conclusion. Also, several considerations are advanced in order to put operating procedures in an adequate perspective.
