Expansão fiscal e dívida pública: algumas medidas para o Brasil e para São Paulo

This paper describes the process of fiscal expansion in Brazil in the last decade. The case of the state of Sao Paulo, where the phenomenon is most critical, is analysed separately. In each case, a simple test of fiscal sustainability is made, measuring the size of the fiscal effort necessary to stabilize the ratio of government debt to tax revenue The paper does not discusses solutions to the problem, but makes some general comments on some fiscal actions capable of
restablishing sustainability.
