This paper analyses the relationships between urban poverty and labor markets during the seventies and, specially, amid the recession of 1981-1983. In the latter, the analysis emphasizes the labor maket adjustments presented by the Northeast and by the Southeast, as a result of the recession, and how they contributed to increase poverty. The major conclusions are that (i) the growth of bad (paying less than a minimum wage) jobs accounted for almost the totality of employment growth; (ii) poor workers tended to concentrate more than before on formal labor markets; (iii) there was a rapid deterioration of real labor income, specially among wage earners: (iv) there was an increasing informalization of labor markets, particularly in the Southeast and (v) open unemployment grew rapidly, distinctively among the youth, mid-aged workers and family heads and it was much more pronounced in the Southeast than in the Northeast.
