Abstract

This research study is an expanded summary to the IV International Symposium on Culture and Communication in Latin America, focusing on some notes on the participation of black militancy in I CONFECOM (National Communication Conference) held between 14 and 17 December 2009, in Brasilia. Show how to have the joints of civil society and social movements to drive forward this agenda with governments not only to, enable the event, but a later implementation of the resolutions adopted there. The analysis method, consult the sites of social entities that composed the National Organizing Committee, the political opinion documents of non-governmental organizations and consultation with 672 proposals approved at the Final Plenary of the event.
