Abstract

This study aims to analyze the role of Municipal Law 3.730 or Lei Rubem Braga (LRB) of the capital Vitória-ES as a promotion of the Creative Economy of the municipality, starting from the theoretical lens of the Political Economy of Communication to analyze the Creative Economy. It is a Case Study, with documentary data collection, through two reports of a local newspaper from Espírito Santo, together with the LRB itself, and with institutional data on creative economy in Espírito Santo, with an interpretative character analysis. As a result, there is the recent panorama, where there is a loss in the work of the creative economy and its correlated sectors, in Vitória, since the suspension of the edicts in 2016. It is concluded, through LRB analysis, that the economy in Vitória is still very dependent on state control.
