3rd National Human Rights Program: an experience of collective construction

Abstract

In December 2009, the Brazilian federal government launched the 3rd National Human Rights Program (PNDH-3). The document was the result of a process that mobilized more than a hundred local conferences, in addition to dozens of national meetings. This work traces the history of the PNDH-3, contemplating the experiences of popular participation that guided the program. The objective is to investigate how the interactions between State and civil society occurred when the PNDH-3 was constructed. In addition, the present analysis looks at the negative reactions caused by the launching of the program. Such repercussions, led by sectors of the mainstream press, were the first protests against the possibility of Dilma Rousseff assuming the presidency of the country. Thus, the exercise of investigating the controversies arising from the PNDH-3 provides the opportunity to make a genealogy of the 2016 post-impeachment political scenario.
