Abstract

This article analyzes the relationship between urban mobility, poverty, and human rights in Latin American cities, emphasizing public transportation as an instrument of social inclusion or exclusion. From a historical perspective that considers the legacy of dictatorships in shaping urban space, the text examines how the deterioration of public transportation systems disproportionately affects vulnerable populations, limiting their access to fundamental rights. Socio-spatial segregation, the stigmatization of public transportation, and the historical prioritization of individual transportation in urban policies are analyzed as manifestations of structural inequalities. The article concludes by reaffirming urban mobility as a fundamental human right and proposing more inclusive and sustainable public policies for Latin American cities.
