Antecedentes do desempenho da função de servidores públicos: individuais, profissionais e organizacionais

Resumo

Este artigo examina antecedentes do desempenho da função de servidores públicos, em específico fatores individuais (idade, sexo, resiliência e estresse no trabalho), profissionais (status do servidor e tempo de atuação) e organizacionais (uso do sistema de informação gerencial - SIG e conhecimento dos processos internos pelo SIG). Os dados da survey com 250 servidores públicos de uma instituição de defesa da ordem jurídica do Estado foram analisados com modelagem de equações estruturais. Os resultados revelam que os fatores individuais idade, sexo, resiliência e estresse no trabalho influenciam o desempenho da função dos servidores públicos. Também é observada influência do fator profissional status do servidor, mas não do tempo de atuação. Dentre os fatores organizacionais, o uso do SIG influencia o desempenho da função, o que contrasta com conhecimento dos processos internos pelo SIG. Esses resultados sugerem que o desempenho da função dos servidores públicos é mais afetado por fatores individuais do que organizacionais. O tempo de atuação do servidor público não apresentou significância, o que sugere que a experiência não necessariamente reflete em desempenho. Esses achados fornecem insights importantes na designação do servidor público para uma determinada função e a posterior avaliação de desempenho, além de preencher uma lacuna da literatura sobre práticas no serviço público.
