Decision process in agriculture cooperatives of Paraná: a comparative analysis, using rational model and political decision model

The present work's objective is to analyse and characterize the decision making process at strategic level in the farming cooperatives of Paraná. These organizations present particular differences in relation to mercantile companies: they are companies of people, and not of capital, and thus its members carry out the functions of owners, clients and suppliers, with the consequent establishment of commercial and economic relations of different natures. As a result of which arise interests, not always convergent between farmers and cooperatives. In this context, the study of the decision making process at strategic level becomes a non-trivial task if the peculiarities of this type of organization are taken into account. This work presents a conceptual study method, compatible with the decision making process of cooperative organizations. This article presents organization's decision making concepts and their use in agricultural cooperatives. In the analysis of the decision making process nature, it was evaluated the degree of adequacy to two theoretic models of decision: that of limited rationality and political. Based in this, it was created a conceptual model of research, compatible with the decision making in the cooperatives organizations, which was validated with empirical data, collected in twenty agricultural cooperatives in the State of Parana. The data analysis led to the conclusion that decision making process is different in the two stages studied: that of organization of members and that of cooperative's positioning in the market. Compared the two stages, prevails the dimension of limited rationality in the stage of positioning in the market, while the political model is strongly applied in the stage of organization of the members, although in this stage also prevails aspects of the limited rational model. This conclusion, associated to the other analysis which indicates the independence and complementarities of the dimensions of political and limited rationality in the decision making process, contribute to the validation of the analysis method proposed.Downloads

No submission or publication fees are charged.
Up to 4 authors per article are accepted. Exceptionally duly justified cases may be reviewed by the Executive Committee of the RCO. Exceptional cases are considered as: multi-institutional projects; manuscripts resulting from the collaboration of research groups; or involving large teams for evidence collection, construction of primary data, and comparative experiments.
It is recommended that the authorship be ordered by contribution of each of the individuals listed as authors, especially in the design and planning of the research project, in obtaining or analyzing and interpreting data, and writing. Authors must declare the actual contributions of each author, filling the letter to the editor, at the beginning of the submission, taking responsibility for the information given.
Authors are allowed to change throughout the evaluation process and prior to the publication of the manuscript. The Authors should indicate the composition and final order of authorship in the document signed by all those involved when accepted for publication. If the composition and authoring order is different than previously reported in the system, all previously listed authors should be in agreement.
In the case of identification of authorship without merit or contribution (ghost, guest or gift authorship), the RCO follows the procedure recommended by COPE.
