Abstract

The state administrative function is constantly criticized for inefficiency and disrespect for citizens' rights. There are plenty examples of structural violations of public service, public policies, inspection activities and several other areas of activity of the Public Power within the field of study of Administrative Law. In this context, and with the objective of providing subsidies to reverse it, the paper indicates ten parameters of Public Administration performance in the exercise of its typical function based on the impacts caused by international human rights treaties. Commonly neglected, International Human Rights Law is a branch that transcends other legal fields, and has the unparalleled potential of reformulating the State's way of acting in Brazilian Law. The work in question verticalized the study in the analysis of the Pact of São José da Costa, the most important treaty of the regional system of protection of human rights. However, the conclusions reached take advantage of all the other international human rights treaties incorporated in Brazil.
