The text focuses on popular participation in implementing the right to health. This reflects the very purpose of the republic, for it is the expression of the sovereign will of the people (the Roman res public). The various historical stages, passed by the concept of republic, demonstrate the sovereign core of the majority, with participation in public life, without harassing the minority. The paper approaches the achievement of health as a basic condition of human being, intermediated by popular participation, since it is a republic.Downloads
