This article analyzes the claims and mobilization strategies of social movements and organized civil society in relation to COP30. The aim is to examine participation processes in the context of three contemporary and interrelated crises: (i) the climate crisis, (ii) the democratic crisis, and (iii) the crisis of multilateralism. It seeks to understand how the convergence of these three crises constrains the development of actions in defense of socio-environmental rights, while at the same time fostering significant resistance on the part of social movements. The article also explores the challenges and limitations involved in organizing and mobilizing this resistance in the context of the Lula 3 government, which is likewise affected by these crises.
