The recent rainfall depletion and its consequences to the Brazilian water resources have affected all human activities, from urban water supply to hydroelectric power generation. This paper comprises an analysis of possible and plausible dynamic and thermodynamic mechanisms associated to climate variability and climate changes and their impacts in the global hydrological cycle, particularly where it is directly connected to precipitation over South America. Analysis suggest the cooling of the Antarctic Pole as a main factor coupled with the dynamics of climate with 4 to 11 year cycles of cooling and warming of the Pacific and Atlantic Oceans resulting in changes in atmospheric and oceanic large-scale circulations.Downloads
