Resumen

This article presents a retrospective review of the main regulatory changes impacting public policies concerning the access to the essential public service of electricity distribution, especially by focusing on the interests and rights of household consumers, including lowincome consumers. The retrospective analysis starts in 1995 – the date of enactment of the Eliseu Rezende Law, whereby the methodology for defining tariff structure was deeply altered within the context of preparing the electricity sector for privatization started in the wake of the State Reform by the government of President Fernando Henrique Cardoso.
