Abstract

The expansion of protected areas in recent years can be understood as part of globalization, the environmental issue was a primary concern of society does not necessarily local, state and international institutions, was recorded as the identification of biodiversity as one of the first objects of global concern about nature. I work here on the situation of the territory currently occupied by the National Park Esteros of Rags and Islas del Río Uruguay, a region with a long history of uses, from seasonal occupancy for hunting, fishing and harvesting times before the conquest to the growing intensity tion of agriculture today. This paper describes this process, introducing the tension conservation / production and attempts to "solve it" by different social actors, discussing it from the perspective of environmental justice. On the other hand, analyze the role of environmental public policies in relation to social inequalities.
