Analysis of the trajectory of the University for All Program (ProUni) under the Temer and Bolsonaro administrations (2016-2022)

Abstract

This paper presents the findings of a research study whose objective was to analyze the trajectory of the University for All Program (ProUni) under the administrations of Michel Temer (2016-2018) and Jair Bolsonaro (2019-2022). ProUni, created in 2004, aims to grant scholarships to students enrolled in private higher education institutions, and operates through tax exemption mechanisms. The analysis was based on the theoretical framework of the policy cycle approach set by Stephen Ball et al. The study employed qualitative methodological procedures, including document and content analysis of normative acts, statements by relevant actors/agents, and the examination of statistical data. The findings indicate that, despite the policy being maintained and valued by both administrations, the most significant change occurred in 2021, under the Bolsonaro administration, with the expansion of the program’s target public (beneficiaries). Among the influential actors and their interests, it is argued that there was convergence between the agendas of the federal government and the private sector, alongside a lack of dialogue and incorporation of the demands raised by social movement organizations. Although not consensual, these organizations advocated for increased student assistance and regulation of the private education sector. Furthermore, the emergence of new actors – such as cross-sector networks and associations – was observed, aiming to influence the public debate surrounding ProUni.
