TERRITORIAL SCALE CHALLENGES IN WATER MANAGMENT AND GOVERNANCE

The watershed becomes part of water management when considered as a territorial unit, meeting the challenges that underlie the foundations of that management which includes the distribution of powers conferred to upon water and its relationship to the territorial scale. It is noticed that there is a difficulty both in the integration of the watershed with other territorial unities and also in the governance among federal entities. This article aims to discuss the challenges of the territorial scale in the management and in the governance of watersheds from a theoretical perspective, considering the existing legislation and its interpretation on the matter. The importance to develop a study on the watershed as a territorial unit lies on the observed difficulties of the implementation of the National Policy for Water Resources, especially in securing multiple uses and water quality.Downloads
