Stratégies de Communication dans les Situations d'Urgence Incertaines en Matière de Santé Publique

La pandémie de SRAS-CoV-2, qui émerge à l'interface homme-animal, nous oblige à garder à l'esprit que l'incertitude fait partie de la situation d'urgence et que nous devons rapidement confirmer les connaissances disponibles et réagir de la meilleure façon possible, malgré l'inconnu. Le renforcement des capacités nationales consiste à consolider les politiques, les plans, le personnel formé, les plateformes et les processus, y compris le gouvernement, les organisations non gouvernementales, la société civile, les journalistes et d'autres partenaires nationaux et internationaux. Cette capacité est essentielle pour préparer une communication des risques efficace dans les situations d'urgence en matière de santé publique. Les personnes chargées de planifier les réponses aux urgences de santé publique doivent avoir l'expérience de l'évaluation des risques, la capacité de coordonner un comité national de responsables de la santé pour déterminer comment les changements dans les niveaux de risque seront traités en temps réel, quand changer de cap et si les ressources sont disponibles pour répondre aux exigences du « nouveau cap », y compris la communication à l'ensemble de la population. Il n'est pas toujours facile de faire travailler ensemble la communauté scientifique et les décideurs politiques. La communauté scientifique doit donc être en mesure de parvenir à un consensus sur les informations et les aspects de l'incertitude à communiquer aux décideurs politiques.
